Clearly government.non-government action programs have been doing some good as it was estimated that there were around 300,000 strays around 2001.

Here is a BBC Report from that time and concerns the interest that Brigitte Bardot took in the matter

It is indeed a good move from Ms Bardot towards resolving that mad issue of dogs in Bucharest BUT the state has to realise this problems is not going away just by funding the procedures to get dogs off the street. This needs a social awareness and strict rules of having a pet.

In Estonia there is an active discussion about pet passports and strict documentation requirements on all animals that a person has. I believe the legislation is launching anytime soon.

And even though it's rather hard to introduce such legislation, it adopts easily. It's like the issue of dog poo years back. Now it is utterly normal for people to clean up after their dogs...

I am afraid that this is not a problem generated by pet lovers going mad and using their disposable income to buy excessive numbers of pet dogs. No the problem's origins are these:

"The multitude of stray dogs roaming Bucharest's streets before the state-ordered cull was a legacy of Nicolae Ceausescu, the executed Communist dictator, who demolished a large portion of the city's houses in the 1980s to build tower blocks, boulevards and monuments to himself.

Dog owners abandoned their pets when they were re-housed in tiny flats. The animals ran wild and multiplied."
